According to some excellent research that has been done in the Discord, it appears to be that this card has been published by "Lotario Vecchi Milano" in commemoration of the 1934 World Cup triumph of the Italian national team.

These cards served as a sort of propaganda for national pride and was included in packets of chocolates and candies for kids to collect.
